2027 and 2028 Global Exchange Host Location Application

ICMA is excited to announce the call for host organizations for the 2027 and 2028 ICMA Global Exchanges. Applications will not be accepted after 11:59 PM (EDT) on July 10, 2026. Please read all the instructions and information for each application question before submitting. Any inquiries can please be addressed to global@icma.org.
Global Exchanges should include a combination of presentations on how local government functions in your particular country and the role of professional management; networking opportunities and discussions with local government professionals and staff; and site visits to illustrate innovative programs. Activities and programming should foster meaningful interaction and highlight local government topics of shared interest with ICMA members.

The exchange can be part of an already planned event or conference. The program should last 5 business days with some built-in time for exchange participants to connect to their communities as needed. We encourage activities that enable participants to engage directly with local government counterparts to share challenges and solutions. ICMA is currently accepting applications for 2027 and 2028 Global Exchanges.

What topics will the exchange focus on?
Please elaborate on a few key themes or topics related to local government that your proposed program will highlight.
What opportunities will be provided to ICMA members to engage with local leaders and staff? For example, small group discussions with local government representatives from host country/city, visits to local governments or significant local government-led project sites, or opportunities to network and participate at a national or international event or training workshop.
Please describe in detail the opportunities anticipated for engaging ICMA members with counterparts in your country. We encourage activities that enable exchange participants to interact one-on-one and engage meaningfully with one another on topics and issues related to local government.
Is there a planned conference or event that takes place during the proposed Global Exchange agenda?
If there is a conference or event that occurs during the time you are proposing the Global Exchange take place, please provide details about the event and explain how it would add value to the exchange programming. The conference or event should foster meaningful interaction between local government practitioners and highlight key local government topics or themes.
Based on the on-site engagement opportunities you identified for ICMA with local government officials and staff, how do you envision the ICMA delegation contributing to presentations and key topic areas during the program?
How would your host community benefit from ICMA’s participation in the Exchange? Are there specific local government topic areas where the participation of ICMA members and ICMA member expertise could add value?
Please provide brief background information about your local or regional context, including key issues or priorities currently facing your community and key achievements that you would like to share.
Please feel free to highlight any recent accomplishments or initiatives in your community that you are proud to share or identify specific local government challenges your community or region is facing. Please elaborate on how these topics will be shared with exchange participants throughout the program.
Program Logistics and Information Sharing
Please upload a draft agenda with a basic schedule for each day. Details do not have to be confirmed and can change. The review committee is looking for a mix of activities – presentations, discussions, site visits, etc. Accepted file types include pdf, doc, docx, xls, xlsx, csv.

We strongly encourage that, should travel be required for a site visit or exchange in a particular municipality, the distance traveled should not be more than about one hour (by bus/car). We also strongly encourage ending program activities around 4 PM each day to allow time for participants to reconnect with their home communities and reflect on lessons-learned throughout the day. Please factor in a 2-hour Global Engagement Committee meeting on the last day of the Program, if possible.

What kind of support will you/your organization be providing for the planning and organization of the Exchange?
To the best of your ability, please provide details with respect to what costs you/your organization will be able to cover. Examples of costs include transportation fees, meeting location/booking fees, and meals on-site. Please note that this support is not required, but this information helps ICMA evaluate potential costs for which our organization or the Exchange participants will be responsible.
If your proposal is selected, how do you envision learnings between ICMA and local government practitioners in your country continuing beyond on-site/in-country interaction?
A goal of the Global Exchange is for participants to not only return home with lessons learned from sharing knowledge, but for ICMA and its members to continue engagement with the host organization and community. This could be through virtual learning opportunities, peer-to-peer exchanges, content development, etc.
